Saticoy Pedestrian Improvements ATPL-5952(226) & Piru Pedestrian Improvements ATPL-5952(225)
Ventura County Public Works Agency Roads & Transportation (PWA-RT) is seeking Statements of Qualifications (SOQ) from qualified firms to provide professional environmental services for two Active Transportation Program (ATP) funded projects consisting of pedestrian improvements in the Saticoy and Piru area in unincorporated Ventura County. The Saticoy & Piru Pedestrian Improvements Projects are similar in scope and include the construction of sidewalks, curb, gutter, access ramps, crosswalks, curb extensions, crosswalk flashing beacons, bike lanes, and other infrastructure elements to improve safety for pedestrians and bicyclist. The selected candidate will only be required to prepare the appropriate NEPA environmental documents pursuant to Caltrans’ SER to comply with federal requirements. The services to be provided shall consist of the preparation of the Preliminary Environmental Studies (PES) Package with supporting documentation such as environmental studies, surveys, and technical reports. Extensive coordination with Caltrans and the Agency will be required until NEPA clearance is obtained. It is the intent of this Request for Qualifications (RFQ) to select and award two separate consultant contracts with the top two firms from this solicitation. Construction for both projects is tentatively anticipated to begin 2028/2029.

Q&A
Question 1: The RFQ does not mention CEQA needs. Has CEQA previously been completed?
Answer: County has completed CEQA
Question 2: Is the County anticipating ROW or TCE’s?
Answer: No Right of Way is anticipated, however the project will include several “Permits to Enter” to tie into driveways.
Question 3: Are there any design drawings?
Answer: No, there are no design drawings yet. Anticipating having design consultant underway in May.
Question 4: Will one 20 page package be accepted for both projects combined?
Answer: One Statement of Qualification Package is sufficient?
Question 5: For the Saticoy Pedestrian Improvements, are there any encroachments on Caltrans (SR-118) or the Railroad anticipated?
Answer: No encroachment permit from the Railroad is anticipated. There may be a Caltrans Encroachment Permit needed for the purpose of Traffic Control.
Question 6: For the tree survey, would a certified arborist be required, or could the surveys be conducted by a qualified biologist?
Answer: Qualified Biologist.
Question 7: Can the County please confirm if project team resumes are to be included in the 20 page limit or can they be excluded from the page count?
Answer: They are to be included in the 20 page count.
