Request for Statement of Qualifications
to Provide Professional Services to develop a Vision Zero Action Plan
The County of Ventura Department of Public Works Roads & Transportation (PWA-RT) is seeking a qualified firm to develop an action plan for the Vision Zero initiative. The consultant’s objective is to prepare an Action Plan that will set the framework for improving roadway safety by significantly reducing or eliminating the number of roadway fatalities and severe injuries throughout the unincorporated areas of the County of Ventura.
Copies of the Request for Qualifications (RFQ) can be obtained by contacting the County of Ventura, Public Works Agency, Roads & Transportation at 805-477-1911or downloading from the Roads and Transportation website. Proposers may submit questions via email to Teanna.Herrera@Ventura.org no later than 2:00 p.m. by May 20, 2025. All requests for information and answers will be posted on the County’s website. It is the responsibility of the proposer to monitor the website for updates.
The RFQ includes a description of the services to be provided, contents of the responses and the factors used to evaluate the responses. The County reserves the right to change the solicitation schedule or issue amendments to the solicitation at any time. The County reserves the right, at its sole discretion, to waive immaterial irregularities contained in the solicitation. The County reserves the right to refrain from contracting with any respondent.

Q&A
Question: Will text smaller than 12-point be permitted if used legibly in tables, figures, and captions only?
Answer: 12 pt Arial font is the smallest size font permitted.
Question: Regarding interviews, can the County share the following:
- Desired topics/any special issues to address for 30-40 minute presentation
- Answer: Understanding of the Vision Zero Project and the County’s Vision Zero Goal, relevant experience, and approach to public outreach and involvement.
- Scoring criteria for interview, if available
- Answer: Scoring criteria for interviews will include but is not limited to: Project understanding and approach, overall impression, and relevant experience.
- Constitution of the evaluation panel (number of people and number of organizations represented)
- Answer: 3-4 Representatives of Ventura County Public Works will be present at the interview.
- Interview room setup and tech/equipment available to consultants. Whether questions for consultants during Q&A will be sent out in advance.
- Answer: Interviewees will have access to a TV Monitor with USB-C connection. Interview questions will not be sent out beforehand.
Question: Will the County permit a hybrid interview format (of in-person and virtual presence) to allow out-of-state members of the consultant teams to participate on short notice?
Answer: Yes, a hybrid option is available to consultant team members. Please ensure that at least one person is attending in-person on behalf of the consulting company.
Question: Will the Transmittal Letter be counted toward page limit?
Answer: Yes
Question: Will the Transmittal Letter be evaluated by the Selection Criteria on p. 7?
Answer: Yes
Question: In the Staff Experience section, the RFP requests a brief resume for each key personnel. Can these resumes be provided in an Appendix (that would not be counted toward the 20-page limit)
Answer: The brief resumes for key personnel are to be included in the SOQ and counted toward the 20-page limit.
Question: The RFP requests an “ID Number” in the transmittal letter. Does this refer to our SAM.gov Unique Entity ID or a different form of verification?
Answer: The ID will be your business’s Federal Tax ID Number.
