On December 19, 2023, the State Water Resources Control Board (SWRCB) adopted a new regulation under California’s Safe Drinking Water Act (SDWA), known as the Cross-Connection Control Policy Handbook (CCCPH). This regulation took effect on July 1, 2024.
In response to this regulation, the Ventura County Resource Management Agency (VCRMA), Environmental Health Division (EHD), has decided to discontinue its decades-long Cross-Connection Control (CCC) program. As a result, the EHD will no longer oversee the testing of BPAs. Historically, the District contracted with EHD for these services.
Beginning July 1, 2025, the Ventura County Public Works Agency (VCPWA), Water and Sanitation Department (WSD), will assume full responsibility for managing the CCC program to ensure continued protection of the public water system. This includes oversight of BPA testing within the District’s service area.

Backflow Testers (Important Please Read Below)
As we move forward with the transition process, we would like to inform you of our new online Cross-Connection Control portal called SwiftComply, like Citizens Access, SwiftComply will allow you to submit backflow test reports and other information directly to us via online. All testers who wish to provide their services within our service areas (Moorpark, Somis, Lake Sherwood and Bell Canyon) will need to enroll and create an account with SwiftComply*.

*If you are already registered for SwiftComply with another agency/city you still need to register with us, you may use the same information you previously used to create an account. After July 1, 2025, SwiftComply will merge multiple accounts into one.
Participation will be Required prior to July 1st, 2025 as the Ventura County Environmental Health Department will no longer be providing notices or accepting test report forms.
