Santa Clara River (SCR-3) Levee Project

Upcoming Construction Activities:

    • Rehabilitation is needed to comply with FEMA levee certification requirements. Phase I (constructed January 2017-March 2018) raised the existing earthen levee in Reaches 1-3, added rock riprap bank protection, constructed a short floodwall to protect the River Ridge Golf Course maintenance yard, improved the drainage system, and installed fencing and appurtenances.
    • Phase II (construction began January 2025) is a coordinated effort of the Ventura County Public Works Agency-Watershed Protection District, City of Oxnard, private development, and grant funding from the Federal Emergency Management Agency Pre-Disaster Mitigation and California Department of Water Resources Coastal Watershed Flood Risk Reduction Programs. Phase II construction of two new, short earthen levee segments (one on either side of the Union Pacific Railroad), a river side and a land side flood wall, and a flood gate across N. Ventura Road connecting the two flood wall segments downstream of UPRR crossing to meet the Federally mandated levee certification regulations. Flood gate construction will require closure of N. Ventura Road for two periods. All northbound lanes between Stone Creek Drive and Wagon Wheel Road are scheduled for closure from Monday, September 8, 2025 through October 17, 2025. Closure of southbound lanes also for six weeks will follow, though exact dates are unknown at this time.
    • Construction Completion Anticipated Date: 8/6/2026
